He emphasized a critical point: repeated reconnaissance flights typically signal strike preparations. The surveillance spanned several days in late March, covering locations from the Indian Ocean to the Arabian Peninsula.

Specific sites identified include the US-UK facility on Diego Garcia in the Indian Ocean on March 24, followed by Kuwait International Airport, parts of the Greater Burgan oil field, and Prince Sultan Air Base in Saudi Arabia. By March 26, imaging extended to Saudi Arabia's Shaybah oil and gas field, Turkey's Incirlik Air Base, and Al Udeid Air Base in Qatar, one of the largest US installations in the area.
