Google has initiated legal proceedings against a Chinese organization identified as Outsider Enterprise, which is accused of operating an extensive AI-supported scam network. The company states that the group has leveraged its Gemini model to generate fraudulent websites and messaging campaigns targeting Android users. This action forms part of broader efforts involving law enforcement agencies and mobile carriers to disrupt such operations.
Mechanics of the Phishing Service
Outsider Enterprise reportedly functions through Telegram channels where it supplies phishing-as-a-service to clients lacking technical expertise. Instructions provided by the group detail methods for employing Gemini to replicate legitimate sites belonging to Google, YouTube, and official entities such as New York’s E-ZPass system. Nearly 300 distinct scam templates were made available through these channels, enabling rapid deployment of deceptive content.
Scale of the Detected Activity
According to Google’s filings, campaigns linked to Outsider Enterprise have produced over 2.5 million text messages directed at Android devices. A concentrated burst of approximately 55,000 messages occurred within a two-week span in the preceding month. Investigators have connected the network to 9,000 fabricated websites and one million associated URLs, indicating substantial reach across multiple platforms and regions.
